Topsail Island with Dogs: The 2026 Local Guide

Where the dogs can run on the beach, which restaurants welcome them on the patio, and the off-leash spots most visitors miss.

Topsail is one of the better dog islands on the East Coast, but the rules change by town, by season, and by time of day. Here's what your dog actually needs to know.

Beach rules by town and season

The big thing to know: beach dog rules are stricter in summer (roughly May 15 through September 30 in most towns) and looser the rest of the year. All three towns require leashes year-round on the beach. The summer restriction is on time of day.

North Topsail Beach: dogs leashed year-round. In summer, off the beach 9am to 5pm.

Surf City: dogs leashed year-round. In summer, off the beach 9am to 5pm.

Topsail Beach: dogs leashed year-round. In summer, off the beach 10am to 6pm.

The pattern is the same in all three: walk the beach with your dog at sunrise or after dinner in summer, and you'll have it all to yourself off-season. Always check the town's website before you go. These rules update occasionally and the fine for violation is real.

Dog-friendly restaurants and patios

Topsail has a growing number of restaurants that welcome dogs on outdoor patios. The pattern: any restaurant with a real covered outdoor seating area will generally let your dog sit with you, especially during shoulder season. Always ask first, especially near bar areas where food service rules can differ.

Where the locals walk their dogs

Beyond the beach, the best dog walks on the island are the soundside paths and parks. They're quieter, shadier, and not subject to the summer beach restrictions.

Soundside Park in Surf City is leashed-friendly with a small pier, a kayak launch, and shaded picnic spots. The walk along the sound here is flat, breezy, and rarely crowded.

Several public access points on the sound side of Topsail Beach lead to quiet walks with marsh views. The local favorite stretches change with the tides. At low tide some of the sound flats open up into broad walking areas.

The Topsail Beach south end, where the island meets New Topsail Inlet, is a popular gathering spot at low tide for locals' dogs. Technically leash rules apply, but enforcement is light in the off-season.

Vets and emergency care

There's no full-service vet on the island itself. The nearest are in Hampstead (south of Surf City) and Sneads Ferry / Holly Ridge (north end). The closest 24-hour emergency animal hospital is in Wilmington, about an hour south.

If you're traveling with a dog with chronic health issues, screenshot the vet directions before you leave. Cell service on parts of the island can be unreliable.

What to bring

Topsail is hot from June through September, and the sand can burn paws. Some things experienced dog visitors always pack:

A collapsible water bowl and extra fresh water (your dog will drink twice their normal amount on the beach). A bottle of fresh water just for paw rinsing. Sand fleas and salt are tough on paws over a few days. A beach umbrella or shade structure. Booties or paw protection if you're going during midday in July or August, even briefly. Towels reserved for the car ride home. Saltwater and sand do not come out of upholstery easily.

Dog-friendly rentals

Not every rental house on Topsail is pet-friendly, and "pet-friendly" can mean very different things. Some allow one small dog, some allow two large dogs, some charge a flat pet fee, some charge per night. Always read the fine print.

Look for rentals that genuinely market themselves as dog-ready: easy-to-clean floors, outdoor space your dog can actually use, walking access to spots that aren't subject to summer beach restrictions, and a clear written pet policy before you book.
